Kevin Marchman began his housing career as an intern at the Colorado Housing and Finance Authority (CHFA) in 1978 while completing a master’s degree in public administration,
subsequently joining full-time as an Assistant Housing Development Officer with a focus on multifamily affordable housing and municipal bond finance. He advanced to Deputy Executive Director at CHFA before transitioning to Denver Mayor Federico Peña's cabinet as Deputy Chief of Staff, where he served as liaison to CHFA, the Denver Housing Authority, and the Denver Urban Renewal Authority. He was then appointed Executive Director of the Denver Housing Authority, where he initiated rehabilitation of the North Lincoln public housing development and secured HUD funding to begin its transformation.
In 1994, Marchman joined HUD in Washington, D.C., to oversee the newly established HOPE VI program — working with distressed public housing authorities nationwide and advising the HUD Secretary, the White House, and Congress — before being appointed Assistant Secretary. Following his tenure at HUD, he founded the National Organization of African Americans in Housing (NOAAH), a housing industry association spanning residents, developers, housing finance authorities, and national organizations, where he continues to serve as Managing Director. He subsequently returned to Denver, joining CHFA’s board of directors, chairing the Stapleton Development Corporation during the redevelopment of the former airport site into what is now the Central Park neighborhood.
